Ontario I believe has two schools that offer locksmithing classes. No province yet has REQUIRED training to call yourself a locksmith.
In a nutshell, a business license in your province is "good" enough.
However, currently in Alberta the legislation that governs the security industry is undergoing a major overhaul, and it may not be very long before business owners or at least one employee of a company would be required to be a CJL or certified journeyman locksmith. Alberta has (as far as I'm aware) the only government approved training facility to gain such a certification.
Fortunately, they offer distance learning options that are quite doable. Google Red Deer College locksmith program. The instructor there is a guy by the name of Shawn Lovell. He'll be able to help you out if your interested in pursuing that.
I'm currently in my last year of the 4 year program, and I can tell you the program is very thorough, but more expensive than inferior "correspondence" courses.
