If it's from a dealer program AND Biaxial/M3, there will be an custom coin mark on the back of the key (other side from the Medeco part). These custom coining marks are unique and how Medeco knows who the hell is selling their blanks on eBay.

If you've got that, OP, contact Medeco and they can tell you the dealer. Then go to the dealer. If they don't reveal the customer's information, and they won't, then present your findings to law enforcement. They'll take it from there.
