That's better, but the law is still poorly written. Why attempt to pre-empt when you can make the act your are trying to stop a crime? The problem this guy has isn't criminals in possession of hand cuff keys. It's criminals using hand cuff keys to escape.
Why not make it a "failure to disclose at arrest" situation? Why not upgrade handcuffs? Why are perps being cuffed improperly in a manor in which it matters if they have a key?
We have a bad enough reoffender rate, with overpopulated prisons. We don't need to be throwing more trivia on the books so cops can play judge jury and executioner when they are too incompetent to make a case that the perp actually wronged someone in some way.
If you won't even propose a bill without noting it was on request of a friend, you shouldn't be proposing it at all. Stand by it, or don't put it out there. The last thing government needs is wahoos with political friends setting policy. Oh wait.
