I do want to stress that I am not a lawyer. That is just my interpretation of the law. Your best bet is to call the office of a local lawyer. That way you know for sure.

meh i think ill be ok.

plus, there is no reason for cops to search my house, and if one happened to be in my place, id probably be screwed for the picks, the locks, the new knife......so cool....... bootleg music, some movies, etc and THEN the cuffs.

Six feet of parachute cord coiled in your pocket or threaded through your belt loops is the only way to go. A "cuff knot" will restrain just about anyone, even that Angel mind creak guy.

both my parents are cops so i should know the legallity but i dont....i have a couple pairs of handcuffs to mess with and thats all that matters.... :wink:

dont ask me how i am allowed to pick locks :roll:

as stated you should be fine to own them, however carrying them in public and using them on persons not volunteering to wear them is a potentially HUGE liability.

you you're getting a pair for "recreation" you should seriously look into some training, not only with them, but other means of securing a person w/o damaging them. jay weisman's book "bondage 101" is a great resource for safety in restraints even if you're not into it for sexual reasons. there are a LOT of nerves you can do permanant damage to.

if you're getting a pair for lock interest, i'd get a few pairs notably teh new asps, a s&w hinged set, and a cheapo set from your local smut shoppe. very different construction and you can see the theory behind how 99% of braclets in the usa work.

if you intend to carry them for work security purposes make CERTAIN that your company allows that, and GET TRAINING. non-compliant cuffing is NOT simple and even compliant restraint can be dangerous to yourself and the individual.

That's better, but the law is still poorly written. Why attempt to pre-empt when you can make the act your are trying to stop a crime? The problem this guy has isn't criminals in possession of hand cuff keys. It's criminals using hand cuff keys to escape.

Why not make it a "failure to disclose at arrest" situation? Why not upgrade handcuffs? Why are perps being cuffed improperly in a manor in which it matters if they have a key?

We have a bad enough reoffender rate, with overpopulated prisons. We don't need to be throwing more trivia on the books so cops can play judge jury and executioner when they are too incompetent to make a case that the perp actually wronged someone in some way.

If you won't even propose a bill without noting it was on request of a friend, you shouldn't be proposing it at all. Stand by it, or don't put it out there. The last thing government needs is wahoos with political friends setting policy. Oh wait.

Please excuse the soap box. I'm a proud Oregonian and things like this are a pet peeve of mine. There's plenty of states where banning certain gauges of metal tubes is a reasonable idea. I'd like that type of nonsense to stay out of Oregon.
