The serrated drivers in these locks do make it difficult, and time-consuming. The ones I have opened can probably be attributed more to luck: I tried raking, then picking individually, back to raking, etc.
I like the WD-40 thought about lubrication before picking. I will definitely try that next time.

the two cylinders next to the medeco and primus are american cylinders. there are four different types of cylinders I am aware of for theese locks.
the master style american cylinder only accepts 4 pins in total.

My best guess right now is high setting pin combo or master pins.

I work onboard a US Navy Warship and I am surounded by American 5200's everywhere I turn (I have about 15 just in my workcenter). Im not sure about the Army but, all of the locks I have come across in the Navy were 5 pin (3 Spool + serrated drivers). And to try to answer a previous question, all of the Government Models I have seen have "US" stamped or etched on them and are gold toned.
