Can an entrance ward on a warded padlock be moved?

I'm hoping that someone can help me with this question.
In a warded padlock there are wards inside the lock, but there is an entrance ward also. Can the entrance ward be placed in any position or is it fixed? What is the real purpose of the entrance ward in a warded padlock? I've yet to cut into a warded padlock to see for myself.

Yes, the first ward can be manipulated. The purpose of it is to frusturate picking (even though picking warded padlocks is super easy, it's basically like picking a lock with one pin in a random stack)
A warded padlock only relies on one ward-- the rest of the wards are just dummys.
