Rapid Pins

I would like to know if someone can tell me how rapid pins work. From what I understand, there is one pin in the cylinder that doesn't have any conact with the key so that no energy can get transfered into it when bumping. But if the key dosen't touch it, how does it lift ? I read the paper from Barry Wels on what rapid pins are, but I don't quite understand, they look like normal pins. Maybe magnetic ?

Basically the chambers have a step in them so there is still a hole for the bottom pin or the key to push the pin through but the pin doesnt rest on the keyway or bottom pin when no key is in, instead it rests on a slight step thus creating the gap.
