Thats a key not a lock!

Some locks have their keyway wardings configured in such a way as to allow the key to be inserted in either direction - it's not a feature that increases security at all, it's simply a user conveinence. It looks like this is the case with this key, I could be wrong however. Double-bitted keys are [obviously] often used in the auto world, but for regular security made by manufacturers such as Fort lock, Illinois and Chicago along with a few others. Do you have the lock that key goes with? You should be able to tell if it's double bitted by looking at it.

It's a wafer lock key, similar to those on T-handles/garage doors, etc.

Just depends on which way your garage door handle was installed.

Aye, lock cylinders can be mounted any which-way, depending only on the surrounding hardware; it should make no difference in picking, unless you're not used to the different angle.

If you can pick it, it's easy. If you can't pick it, it's hard.

This might be true for you, but I don't think this method of identification is applicable for everyone
