Iraqi padlocks?

My sister brought me a present from the dunes of Iraq. It's an "England" brand padlock that appears to be a marriage between a disc wafer and a pin tumbler. It has four bibles in total with an "X" shaped keyway, no wards. Has anyone seen one of these before?

There's a high security Yale lock that combines six (or seven) pin tumblers with abloy style discs. Not really what you're talking about, but close.
