I noticed the same thing several days ago while hanging out at mountain top radio transmitter site. The power company's box was locked with a WB padlock that looked really nice actually, then today I'm sitting outside a coffee shop and the self-service Newspaper box outside had a WB padlock on it for the cash box.
I googled WB and searched on here to find that it stands for Wilson Bohannan, and they have been around for years. Their primary customers are utility companies.
I think I'll buy one to add to my collection, its a good looking lock. Anyone have info on pin types? I looked at the side of the padlock and it had 6 pins covered, plus the upper large cover for the shackle mechanism.
spools? mushroom? serrated?

ps. The lock I saw was like this, but it had a menacing grey finish to it, and the keyway was grey too.
