I might be stating the obvious here, I had to carry out an NDE for work - I pushed out the hinged pin on the staple on one job from underneath using a file, hammer and drift.
Another one was on a steel security door, fitted with a Chubb "Battleship" padlock, only thing was he used an ordinary "screw in" eye rather than the proper staple - just used the padlock to turn the eye and took the whole thing away before the door opened, seized the offending equipment - left a receipt and copy of the Notice and "re-secured" the property the same way.
The morale of this is don't look at the lock as being the weak point in your security - it's usually the human.
