Db i do often find that on certain makes of padlock the plug doesnt like to turn without more force a twist wrench can excert, you either insert a differant wrench or a screw driver etc.

American padlocks do this too. They have a coil spring behind the cylinder. This requires big-time "ramp up turning force" to open (try one with a key someday). Once supposedly picked I've *bent* tension wrenches, but knew da*n well that the rotation was the right direction and beyond the 5-8 degree rotation & stop caused by a spool. Before I tried backing off and looking for spools, I inserted a small screwdriver and turned gently.
