A rim cylinder and a mortise cylinder will look somewhat similar, but there is a glaring difference in the way they mount to the door and the way they engage the lock bolt mechanism.
Mortise cylinders mount by threading into the mortice lock and are held in place by one set screw. These cylinders will have the rear of the cylinder body threaded and will have a cam on the rear of the plug, usually attached with 2 small screws, that will engage the locking bolt.
Rim cylinders bolt to the door with a bracket on the rear and a couple of screws. There will be a flat tailpiece for the cylinder that will be held in place by a clip of some sort. The rear of the cylinder body will not be threaded as with a mortise cylinder.
The lock in the link you posted is a mortise cylinder, and appears to be using the Sargent LA keyway. The LA keyway really isn't too bad for picking. That lock will probably be comparable to Sargent, Corbin, Russwin, or any in the intermediate range.
