i doubt they would make you a key.
why? 1) you dont have an original key. 2) you are supplying a key code and cannot prove the lock is yours. 3) you probably wont have the lock with you, and even if you did, im sure itd be on something.
so the locksmith is going to say to himself "ok, well this guy wants key, but doesnt have an original, and he doesnt have the lock with him, and he knows how to pick locks, and tubular locks, and he wants me to make him a key? yeah, i dont think so....thief"
no offense, but this is probably what would happen, so your best bet is to search up on tubular locks and learn how to cut your own key after decoding it. it is very possible.

oh, and if you still decide to ask a lockie, just do the numbers from the top notch (where the turning force is applied) and count clockwise and tell him that.
