If that doesnt work you would be just as quick goign through all 999 numbers, its not goign to take too long,

When open change the combo for both locks and dont tell your br this time,

You dont have to buy a decoder, search for the technique on here and then you can use anything that fits the gap, a bit of a plasitc margerine tub or a pen top clip or a needle even im sure you can find somthing,

If it's only three numbers and you already know one couldn't you just brute-force the combo? There are only 99 combinations it could be, but 999 is also possible, just sit down and watch a tv show or something and work at it. That's how I opened my dad's old one he didn't know the combo to. It only took like, 2-3 seconds per try, and it ended up being 92, so that's three minutes MAX.

Breifcase wheels are normally quite loose so normally shining a light down the side of the wheel is enough to see. look for a notch. line them up and you are away.

there is a button that you push to open the lock when the comb is set, push it and watch the dials, then brush the dials back against any movement that you see, turn all the wheels one number, press that button while watching the wheels, or perhaps feeling the wheels with a finger tip, as you push the unlock button, the wheels that are in locked position will move, but the wheel that is presenting the unlocked number will not be affected. there is a rod through the center of these wheels with a tab coming out of it at each wheel, when the wheel is set to the unlock position the tab will not touch it because there is a gate cut in the wheel that allow it to pass, when al the gates allow all the tabs to pass at the same time, its unlocked, but when its locked, the tab cannot pass through the wheel, and it hits the wheel, you can feel this.
