What if you don't have a grinder to make picks, What else could you use to make picks?
also why do most people disagree with using paper clips and safety pins?

arrrr.
do a search for homemade picks. there are literally hundreds of responses to topics exactly like this.
paper clips lack the tensile strength to manipulate pins/wafers/etc.
safety pins work, but i would only use them in an emergency.

A hand heled grinder such as a Dremel or similar will work fine, otherwise you can file them by hand. Filing will take longer, but it will not overheat the metal like a bench grinder or dremel would.
As far as paper clips and safety pins are concerned, Krypos (look no "T"...  ) explained it perfectly IMO.

Get a set of mill files, or at least a flat mill file. If prisoners can make picks in order to execute escape plots, you should be able to do even better.
