If so then yes anything that you can push the pins in with works, a paper clip would work if you so wanted to,
I dont recall any tension wrenches being sold, that picture is a copy from the stephen hampton book and the wrench used is supposed to be his design, ive heard a lot of bad about it and few good,
A lot of people use a ground up allen key, as long as its a tight fit with sharp corners and square sides it will be ok,
