i have recentley purchased the pxs-17 southford pick set, theres a brass handle? how do i use it theres two little screwy things stopping any of the picks going in heres a pick of it

Loosen the screws, insert pick, tighten screws.

there is a Allen Wrench in that set.
use that and do what Chucklz said...

I would also like to add that most people find the handle completely useless.

Give it a while, you probably will get fed up with switching, and just use your picks normally.
