Ok so there is this "feud" going on between the second and fourth floor of my dorm and they our chair from our lobby. They have duck taped it, hid it, and everything imaginable, this time they have locked it to a radiator with a master Lock 8119DPF. Is there anyway to open this thing without breaking it?

How do I know your not just trying to steal someones bicycle?
I tell you what. Read about lockpicking, and then in your own words give a brief description of how a pin tumbler lock, and key works, and then tell me how lockpicking works. Then pick Anyone regular lock be it a lockbox, filing cabinet, padlock, or door lock, and tell a story about how you did it step by step, and ask questions about how to do that, and we'll answer them. Then once you've accomplished all these tasks I'll tell you how to take that lock off without breaking it, and without buying any tools.
Sound like a good deal? Or you can hope someone else replies and tells you.
I'll give you 2 words to go off of if you want to use the site search, and if you do use the site search, I will answer any questions you have after you at least make an educated attempt.

Acutally I change my mind. I'll be nice.
Get a very thin small piece of metal. Paper thin. Then insert it infront of the first wheel. Then while holding the metal down as far as you can turn the weel till you feel a notch hit the metal. Then proceed to the next wheel, and continue doing this till all the wheels have hit that notch. If the lock does not open, and move every single wheel upwards one number. Do this making sure to move every single wheel equally as much until the lock opens.
I think that should do it for you.
If anyone has any better suggestions I'm sure she's open to them.

You can always break the chair. That won't damage the lock. Personally, I'd rather break the lock

I don't really know, but this lock may, or may not be suscesptible to tension based manipulation. Have some pull real hard one each end of the cable, and then move wheels one at a time from left to right, or right to left depending, until you feel it get stuck on a number, and then proceed to the next number. When the last number in the combo is entered the tension will be broken, and the lock will simply open. If you try this and the numbers don't stick, and you'll know if they stick, then it doesn't work.
Its worth a try though.

Okay, so it is not suscesptible to tension based manipulation. And I tried to use a piece of metal, like a razor blade, but not as sharp and I couldn't find a "notch".

Kodier is absolutely write about the decoding of this lock. I would be shocked if it didn't work. That said? It's difficult to learn a feel for this sort of thing.
However, I do agree with his original assesment of "maybe you're just trying to steal something" so if you have even a cell phone camera that you could take a snapshot with, it would be appreciated.
Understanding the nature of resettable discs will help you to get a feel for decoding it.

Thanks for all the advice guys. I am currently just running through the numbers. I have tried 1900-2000 and 0000-0800. I assure you I am not trying to steal anything. The only camera I have is my iSight, which is a webcam built into my iMac, so as soon as I get the lock undone I'll take a picture!
I'm sorry I am not good with having a feel for the look.

why not just have one of the guys or even maintenance just cut it with a bolt cutter?

Yeah she needs a friend to take a pic message and post it for us. There is perhaps a bypass method for this lock, but I'm going to need a good picture

starting at 0000, and going through 9999 is 100% effective.

why not just try moving the dials randomly whilst applying pressure?
this has worked for me numerous times.
