I am new two lock picking and just picked my second lock today, I also finally decided which pick set I wanted to order.
I was going to order the MPXS-20 from
www.lockpicks.com, but I was informed I am not eligable for purchasing Entry Tools.
All lock picking equipment vendors have a 'terms of sale' page that pretty much reads the same, for example:

2. Does the site sponsor
www.lockpickshop.com sell to people who are not locksmiths?
3. How do I get picks?
I am not a minor and I live in Washington State. Please Help.
