what does CAA stand for on this old padlock?

I'm doing research on this old padlock, wondering what the letters CAA stand for. The padlock also has a chain leading away from it and some numbers and letters stamped on the shackle itself.

Civil Aeronautics Administration - became the FAA

Can anyone read whats on the shackle?
i can only make out a few of the letters/numbers

all i could find searching is Civil Aeronautics Administration too

Where and when did you get the lock?

If it was given to you, were you told anything about it?

It says 184 at the top of the shackle, and M on the right of the hasp.

It appears to be a flat key lever lock, riveted iron construction. Possibly circa 1910-1940. A great deal of similar locks were manufactured over that run of years by a variety of makers. This one could possible be a Slaymaker or a Yale padlock.

I can't tell you much more from the letters, although Civil Aeronautics Administration is a good guess.
