Dremel tool, or hand files are ok. May need to treat the material if hand filing tho.

yup bench grinder, dremel and hand files all work well, grinder is good for roughing out pick then finish with files and gritpaper, but it also depeneds on the metal you are working with, handfiling hacksaw blades or brick strap could take a while, wiperblades and streetsweeper bristles i just use hand files, it's easyer for me to control the cuts that way.
