To make PDFs, I use Microsoft Word with Adobe Acrobat Pro installed.
You have two options with this. Either Print to PDF File within Word, or within Acrobat you can Convert Documents to PDF (recommended) which allows you to select one or more document of any (common) type, and will put all pages together into one PDF file.
There are free options out there, but they are difficult. One allows you to Print to Post Script, and then you can convert Post Script to PDF with another free program. I haven't used them in ages, so I can't give you much more info. The outputis a little sloppy, as anything that is passed through Window's Print feature is reduced to flat graphic output. This -could- be useful if you want to make it difficult for people to copy/paste from your PDF. Post Script doesn't take kindly to graphics though.
