I'm surprised you say that, as Lockwood 234 and 245's are quite common in NZ. They are rekeyables. Sure they can be expensive, more than Abus, but they are available.

In Wellington you can get virtually any lock at Bull's.

Brinks KW and SC rekeyable padlocks, USD$12 at Wal Mart. 5 stacks comprised of 5 straight drivers, 3 serrated spools and 2 "normal" pins, but you can always substitute.

I was about to recommend the Brinks but you beat me to it, it's a good lock to get started on security pins with. Also comes with 28 extra pins.
