When it comes down to it there is nothing better than manual tools for your Lock pick Set, whether they be retail, homebrew, macgyver style. DIY'ers look here.

The licensing only applies to B.C., Saskatcewan, and Alberta. Of these three, only Alberta seems to really care.
B.C. only requires a license if you are trading as a locksmith. While Sask. law is supposed to be the same as Alberta, they don't really enforce it. While Alberta does a bit more to enforce their law, I can't possible see them bothering to charge you with anything if you aren't comitting any other offence.
No other provice has any sort of licensing requirements.

Well thanks for the heads up guys, I guess I will have to keep this little hobby on the down low. And yes I will probably make my own picks, no sense getting expensive picks when there is a cheaper and a more hands on method of obtaining them.

I thought picks might be like other laws where its legual to own them but illegual to use them. u know like bongs are legual to sell but there illegual to use lol doesnt really make sense. well hopefully i get the picks in the mail instead of an unwanted phonecall .

Since possession of lockpicking tools in the Province of British Columbia WITHOUT a provincially issued pick license, is in violation of the CRIMINAL CODE OF CANADA, I trust that you only ordered books.
Because most provinces do not issue licenses, there is no license that can be obtained, giving SOME Canadians a loop hole exemption.
Unfortunately, BC does issue pick licenses, and annoucing on a public forum that you bought lockpicks may not be the best idea.
Of course only a paranoid would argue that you are likely to get charged or even hassled by the police.
Enjoy the hobby, but be discrete about who you tell that you have picks, or having them with you in public.

Sorry to bring this up here, I've been searching but can't find anything.
I live in Richmond Hill, Ontario. As far as I know, there is no lock pick licesing for Ontario. Would it be wise to purchase picks sets online from The U.S? I'm perfectly capable of making my own picks, but I'm new to lock picking and I'd preffer to buy a begginers set instead.
Thanks in advance and sorry if the answer has been posted somewhere else.
