I've never seen it before, but I think the loco says ETC?

Could be "Eastern Trading Company". Thats the first thing that came to mind.

I'm quite sure that i've seen that lock before, but that can be everywhere in the "locks" and "euro locks" threads.
I guess you already did a search on ETC?
