drainage in wet weather

No, your way off. Its a pressure relief valve.  Serously, if you search more you will find out that it is a interchangable cylinder.....
If all fails, use nitroglycerine.

May be an interchangeable cylinder but the answer to the question asked is as said, its to let water out of the lock body when it rains,

It's a hydraulic re-pressurization valve used to recharge the cylinder-tumblers once every 2 years or so--if you don't recharge them the tumblers can jam your lock into the closed, or locked, position--you have to recharge the hydraulic fluid with a charger at a minimum of 38 PSI.

Actually, it is a place to put a fuse if you lose the key you can just blow the lock up to remove it from whatever it is attached to.

In grade school we actually though by pressing a paper clip into that hole the lock would open.... wow if i saw myself back then with what i know now (not that much more but...) i'd probably beat him with a bag of oranges...

Sorry for the misinformation but that hole is actually for sticking your chewing gum in when you're done. 
If all fails, use nitroglycerine.

Depends on the price of the lock ..
a cheapo lock will have that hole for drainage in wet miserable weather
and if its expensive it might have one for that hydraulic thingy
for example i see a £5 padlock with one
But on the power converter things down my road it has got a larger hole looks very strange...
yes i used to think by poking a pin down there it would open the lock LOL

i have never seen a padlock with any "hydraulic thingy"
what padlock do you mean?
all the ones i have seen the hole is for draning the water out of the lock

its to drain the water out and you can allso put graphite powder in it to lubricate the parts

as good as graphite is it doesnt mix with water and alot of the time padlocks are out in the weather so something tha disperses water should be used

Actually, you're all wrong. It's the reproductive system of the female lock. How do you think they get more locks silly? If you find one with the "hydraulic thingy" sticking out, that would be the male lock. Usually the female kills them after mating so they're rarely found.
