Well, because its hard to dig them up, both physically and legally. And besides, how many skeletons really want to give up their key?
All kidding aside, skeleton keys are only useful for warded locks, which are no longer used for any kind of serious security. Pin tumbler locks cannot be opened by a "skeleton key." Lever locks, may be succeptable to try out keys, or jiggler sets, but that is another kettle of fish.
