Rotary Government Mail Padlock Question

Are these locks the same as the "RFD" locks placed on rural mailboxes?

I'm not familiar with "RFD" (and I used to carry a rural route)...

Its an old term rural free delivery. means that farmers don't have to come to town and check general delivery, I guess mail carriers were just for citys until the automobile came along.
