I've picked a couple of cheap Padlocks where I found it necessary to do exactly that. The first one I came across like this was a really cheap laminated padlock by the name of Taymor "maximum Security" looks like a Master no. 3 knockoff except it doesn't have the bit of plastic around the bottom. Anyway, when I first tried to pick it I noticed the plug was really stiff, seemed to be under spring tension but this tension was relieved when the shackle was depressed and the plug could then wiggle freely. The only other lock I found this helped with but was not entirely necessary with was a "Saftey" padlock (laminated lock with yellow and black plastic/rubber weather proof covering).
