Yes. The top pin should stay up and the bottom pin should fall back down.

the bottom pins(theones you can see) should fall back down.

if they don't you might have bound them and you should use less tension.

If you have the pin properly set the bottom pin will fall back down. You can tell when the top pin is set when you lift up on the bottom pin and will feel no resistance because it is no longer under any spring tension.

A pick set is not that expensive, and I highly recommend that you purchase one, or make your own picks out of hacksaw blades using a grinder. Look under the section for DIYers and you will find plenty of info on making a quality pick set.

Personally, I find it kinda hard to properly feel the pins when i use paper clips cause they have too much give and bend too easy, try getting a bobby pin, spread it open half way so it's in the shape of a "L" and twist the straight half (not the ribbed half) 90 degrees, this will be nice and strong and give you a better feel on those pins. (the twist is so it is easyer to hold it)

Good luck and yeah, go and buy some picks or at least make some if you can't buy any!
