Have a look on my www button but as said you have to have at least some tools to make somthing, nothing makes itself,
Bare minimum is to heat a blade and soften it so you need a heat source which could if your careful be your cooking stove,
You then need to shape it so now its soft you can use a file so you need a file,
Then you need to reharden it and then destress it,
Then you need to finish it so you will need a pack of emry paper,
So thats 3 items you need minimum to make a pick and to be honest you need reasonable workshop skills to do this properly,
The best way is as said to buy a simple cheap bench grinder, forget all the dremmels etc buy a cheap bench grinder and some hacksaw blades, quench them regulary and you will be fine so thats one item you need with the emry paper for finishing making the second item,
Nothings easy nor free in this world and as always you have to speculate to accumulate,
For the price of a small South Ord set i couldnt reccomend anything else other than buy a 14 piece set online and go from there, its cheaper, cleaner and your guarenteed working picks,
