Ok.. I'm gonna try my best to do this politely:
By stating that the "tumblers are up" (whatever *that* means), you demonstrate that you really don't have a foggy flippin' clue how lock picking works.
So... basically, you have two options. Next time there's a James Bond movie on, climb into the TV. Your skillz will work great in there.

Do some reading. Might I suggest the Locksport International Guide To Lock Picking? You can find it at www.locksport.com. It's comic-book-like. You'll enjoy that.

now i know I'm taking a big risk coming back but i think i will try again.
1) i did search but it came up with 50 or something amount of pages and i went through about 5 and gave up
2) i figured i knew what i was talking about but i guess not.
3) here is my question in full detail. I have just started to learn to lock pick and have read a few things about it and understand how a lock works and how lock picking works. i am using low quality picks and a old pin and tumbler lock that i found and took apart and i wasn't sure what i was doing so all the tumblers went all over the place. i have a slight idea as to what is going wrong but i would like some reassuring. the pins are up and it does not open i think it's a false set but i am not sure. now if someone could please kindly explain what i am doing wrong that would be a great help. Thank you.
5)  i have taken a set of tweezers but one in half for a torsion wrench and filed down the other and bent the tip up for the pick.
6) brass a pin and tumbler dead lock.

dont worry about them, its not that we dont want you to stay or that we think your an idiot, its just that we want you to try and learn for yourself. check out the locksport international guide to lockpicking, and most of your questions will be answered.
P.S. buy some real picks or make some proper ones. if you cant afford them or dont know how to make real ones PM me and i might be able to work something out for you. or get on IRC and talk to me (server is slashnet, and #lp101 is the channel)

Almost certainly your problem is too much tension. Try starting with the amount of force you would use to click a mouse. That should be in the range of tension you will require.
Now, what of this lock? What brand etc? Did you lubricate it if it is especially old? When you took the lock apart, how many sets of pins did you put back in? Aare you sure you put the pins in correctly? And, at the very least, you don't sound like you have a good idea on how picking really works. When you pick a pin stack, the top pin "stays up", and the bottom pin falls down. If you push so high that BOTH pins "stay up" then you have pushed much to far.
Oh an don't worry too much about what you must perceive as flames. Beleive me that that wasn't much of a flaming at all. We regulars treat each other with a certain...sense of humor... that sometimes spills over to new folk. Just stay clear of anything mentioning Mazola.

And for Chucklz the lock is not that old 2 years maybe and it's a weiser lock and i'm not quite sure the pins are in right i'm thinking of getting another one and taking it apart right. i have 3 pins in right now but i might put in four. here is the lock http://www.homedepot.ca/webapp/wcs/stor ...
