bilock is my best guess, and further info is that only a few members of this site, mostly australians, who have more of these locks to practice on have even said that they have picked this lock, its very secure, with two sidebars, meaning if you do know how to pick lock, its still gonna be real hard, there may be a special pick for it, but you would have to make it yourself if you even found info on it, I don't know of one, but I have seen theoretical discussions of what to make, I suggest you either give up on picking the lock, enter your garage by window or some other method, and try to take the lock off from the inside by unscrewing it, then take it to a locksmith and ask him if he can make a key, (lockshops have a counterman, who answers phones, and does over the counter business, if you dismount a lock and bring it to him, its a lot cheaper than haveing the guy come out in his truck
If its picking you must have, get an example of the lock and try whatever methods you can find using search, dissasemble and examine the inside of the lock to appreciate the complexity of this lock.

It is an NG Bilock. Mostly used in Australia. It doesn't look like it's on a briefcase, and if it is, it'd be the first time I've ever seen such a high security lock on a plastic briefcase

WOW that some serious lock you got there. Ive never seen these before. From what i understand its a 13 pin lock with dual side bars. I would asume with all this security anti drill plates or pins, most likely pins. Also some decent anti pick protection.
They can be used for anything from a desk drawer to veried locksets.

So as far as picking probably more of a advanced level. There are ways to open this that fall into the dreaded ADVANCE TOPIC. sorry bud
but i hope this helps

Sorry, picking these locks is an advanced topic,

The theory on picking them can be found if looked for carefully as i assume its only theory you are after as it is in use,
