Security against insider lockpicking? Just use better locks, but keep the keys where they cant be copied, Jaako is right about the abloys, but you could also use american padlocks, not unpickable, but they wont pick quick like master,
An outsider entering a lot such as you mention would be lost and would commit a theft in an unobserved corner close to his hole in the fence and pretty much settle for whatever he finds,
An insider would likely have information to target the theft to the particular items he wants or high value cargo, which would likely be in a second secure perimiter.
The best strategies for catching an insider might be to set out bait, and if you can't put cameras every where, look on google for 'theft detector powder or some such thing, you can also see references to it here if you use search, Im not sure the search words I mentioned are exact but pretty close, perhaps someone will help.
Thief detection powder comes in two types, one reacts to enzymes in the skin and turns the fingers colors, the other distributes ultraviolet florescent powder that can be seen and tracked at night in the dark with a black light, since you will not likely turn off the lights on such a big area, you could still find traces of luminescence on the persons clothes or their locker. If you are going to use this strategy keep the knowlege of it to as few people as possible and no one with a loose mouth. Word will get out that the hunt is on, and the thief will lay low for a while, but as time goes on the hunters will be able to sharpen the search as to where and how to use the bait.
