ok this is the dumbest question in the world I know.
But can I go into my local hardware store and get my bump key copied?
Or could I just go in and ask em to make one for me?
Probably not to both of them, but I am just asking.

The people at the local hardware store know no better and will copy near anything. As for making any key, you need a real locksmith

wait. did i miss something? i thought it was only in the works to make bump keys illegal to send via mail.
did that change and fall through properly?
if so, why didnt anyone tell me this?!

unmodified bump keys (999 keys) depth cuts can be sent. modified cut down tip and shoulder for the minimal movement method are not allowed to be sent to certain states as they are considered picks

Where are you differant places have differant rule's if you were to walk in from the street and ask for a bump key to bump a lock I dont think you will get a good response.Get some brass blank's a couple of file's they are not difficult to make.

I don't know about you guys but I make it a personal effort to try and talk to places with key dupe machines about bumping and how to identify bump keys (with and without shoulders modified). This usually is met with a "yeah right, you have a magic key that opens all locks" attitude until I pull out my bump hammer and a few schlage/kwikset demo locks.

Once you have enlightened them they would probably be more then happy to educate you by calling the authorities saying some shady looking individual is walking around my store or neighborhood with a master key. 
If a lock is a puzzle, then its key is the complete picture

Hopefully the local news channels here would pick up the story at least. That and how dare you call me shady, I'm by no means a suspicious looking person
But seriously I have no criminal record of any kind and excellent grades in school. If the police want to ask me a few questions about bumping I'd be more than happy to talk to them about it.

I think the local crime rate would also play a deciding factor on how much attitude the authorities will give you. A lot of burglaries and smash and grab break-ins on cars are common in my area so even if I may be innocent (and a victim twice of such crimes) of anything bad than happens in my neighborhood, i rather keep a low profile about my hobbies until I can move to a better location.

I'd rather be given attitude from the police and dirty looks from others if it prevents even a single person from having their house broken into.
