They don't require you to be a trading locksmith, and according to their terms and conditions you can buy over the counter from their premises, so long as you pay cash!
SKS sell their own version of the Euro Thumbturn bypass tool. 2 types for Oval and standard Euros.
You can see the tip, so it shouldn't be to difficult to make your own I would expect?
