Lock only twists a little

What does it mean when you are picking a lock and the lock twists just a little but not all the way open?

It could be spool pins if you are only seeing about a 15 degree turn of the plug...

or it could be a best lock and hes picking the control, I just jumped from squelchtones pizza story so that was my thought.
