That is an Abloy 3015 padlock. 3017 is the same lock with a longer shackle. I don't recall if there were 3016 version of it, but if there is , it has shackle length betwee 3015 and 3017
The keyway on your Abloy is the most common of Profile keyways I've seen.
I am from portland oregon .. I do a lot of fishing... clackamas river and such.. well being a lock picker I check out every lock i see... and on my last fishing trip up to river mill dam i noticed PGE uses that same lock..everywhere! on everything... I have never got the chance to really get one in my hand and play with it... but i have found this chineese website that sells a tool for $20 that looks like it might pick it.
I have an Abloy that was given to me that cost about $100. It is VERY difficult to pick, that's why they're so expensive. But it can be done. I saw a small article on it that described the procedure. I can look it up for you if you want
