I.R, No, not really. There are a couple "spy shops" that sell lockpicks, but they charge 10x as much as you'd spend on-line. But other than that, you will not find lockpicks for sale in a walkin store.

One of the main reasons for this is that it is "illegal" (the law's sorta complex but there are threads on it) to carry locks around with you and so to sell in a shop would be garenteeing that this happened. As such us non locksmith folks have to use the internet.

No. It is generally not illegal to own or carry around lockpicks. It is only illegal to be implicated with them in addition to other criminal behavior, thus exasperating existing criminal charges. An example would be trespassing, which is a criminal charge, a misdemeanor, can be upgraded to felony breaking & entering with instruments of burglarous intent.

Just having them on your person is not a criminal act in over 90% of the world.
