Are you sure you are turning the door lock the right way?

we could probably help you better if you posted some pictures of the locks and their "half turned state".

Without pictures of the type and position of the lock it is tuff to assess the situation.
Going out on a limb I would guess it is a KIK, with most of them you will only need to turn the cylinder/lock about 45 degrees and not a full 90 (which is a half a circle) to unlock it. Make sure you are turning it to the unlock direction and not the lock direction. You can check with the key if you have it. And please don't pick locks you rely on or that are in use, if this lock is.
As for the tubular locks, it is possible to use a hook but not a hook alone, you will need something to apply tension. The pins do not go up on tubulars, which explains why it is not unlocking.

I think the problem with the first lock is that the top pin may be falling into the bottom of the keyway. But yeah, a pic would help.
If a lock is a puzzle, then its key is the complete picture

Kaotik, I think you meant to say 180 degrees - which is half a circle.
Like Eyes_Only said, when you turn you cylinder 180 degrees, the driver pins may be going into the bottom of the plug, if so, you can just push them up with.. pretty much anything that fits into the lock (like the back of a pick or tension wrench).

What do you mean by "tubular locks"? You don't push pins up to pick them first off. Second, because of their use on most vending machines we like to see a picture of you holding a tubular lock before advice on picking them is given. Post pictures, then we can help.

What an odd thread.
Sounds to me like you may be trying to pick a mortise deadbolt or a euro cylinder. Turning the plug 180º will result in the top pins falling into the bottom of the plug, sometimes jamming the plug.
Tubular lock doesnt pick in the conventional method. It doesnt sound like you know what a tubular lock is...as your description doesnt fit with tubular style locks.
