The shackle on cheaper padlocks is normally locked in place by a small, spring-loaded latch. (If you unlock a padlock you'll see a small notch cut out of the end of the shackle: this is where the latch "grabs" onto the shackle and prevents it from opening.) Higher-end padlocks often use latches (or ball-bearings) that only move when the cylinder is unlocked; in lower-end padlocks, however, you can slip a "shim" in along the side of the shackle... this pushes the latch out of the way, and allows the shackle to open.

But don't try a shim on a padlock using ball bearing instead of a spring latch to hold the shackle. Those ball bearings arn't spring loaded so it'll just chew up the shims. I did it once and now I'm short one shim.
If a lock is a puzzle, then its key is the complete picture

I hate to say, but isn't there about 20-30 different posts about shims? Or www.google.com keyword: locks + shims . There's a search button in the top right corner of this site, I believe.
