What's the deal with blanks not available from ILCO or JET?

What's the deal with blanks not available from ILCO or JET?

ILCO has a pretty good selection of Schlage's restricted numbered series, that's more or less disused.

Schlage also has restricted, non-patented system called the Quad, which has designation such as WUTR. I can't find any of these on ILCO or JET catalog.

Same deal with BEST Premium blanks, WA to WH.

Why wouldn't they offer them? Are they really that low in volume to not be profitable to make?

If they are restricted blanks maybe they're not offered because its patent protected or is an exclusive manufacture/dealer blank. :?
If a lock is a puzzle, then its key is the complete picture

I already eliminated patents.

"The Quad Family is a very large family of non-patented, restricted keyways; restricted in distribution, though not in manufacture "*

The same explanation is given for the numbered series, such as the Schlage 1246. These are however, available from Ilco.

Best has an agreement with ilco not to produce the premium series of blanks. I am sure they have done the same with other manufacturers if they covered having an agreement with ilco.
