The Lock turns a little bit...but not until the end.
Why does it not? Can someone help me?

I reckon what you are getting is a "false set", because I reckon that lock looks like it would have security pins. Do a little bit of research on the lock to find out what pins it has, then do some research about picking that type of pin.
