well the lock has some wards, but it probably a lever lock, the tooth at the tip of the key looks like it may be a copy cut on the wrong blank. which is not to say it wouldn't work.
Thats funny you mention this, I saw a very similar key for a warded lock, and it was a jail key. I asked who their locksmith was, while visiting, and they were a "standard grade" for jail houses in my state. Of course this was 5 years ago...but indeed a warded lock, no levers. Terrible, isn't it?
Yeah, that's Folger Adams. I don't know about other states, but here in Florida all of the PD's have these on their holding cells. And yes, it is a lever lock (it's just a gi-normous safe deposit lock). The Levers are god-like in proportion to most lever locks (they are about a quarter inch thick solid brass.
