Actually, I did contribute something new to the thread. I pointed out that the "crime" that would be investigated - if any - by the FBI in the situation we are discussing is that of telecommunications fraud. That is much different than what you had implied which is why I took the time to point out the rather substantial difference.
People are also welcome to report unscruplous "locksmiths" to the Federal Avaition Administration, the National Transportation Safety Board, or even the Joint Chiefs of Staff. They are just as likely spend investigatory effort on the matter as the FBI.
