Thats not at all true it still has oil left over which is why its bad to leave in locks, if you dont think so spray it on a CLEAN piece of flat glass and let it dry, then scrape it off with a sharp razor blade and see what you come up with.(but i agree with you not to lube locks with it)
I use WD40 first because it seems to free it up better than just brake cleaner alone, and I get WD40 free from work anyway.
Virgin teflon to the best of my knowledge is new never been recycled teflon...
