Not all spammers post images. Some are just a link in the sig. Limitations could work, but they're a huge pain in the rear for admins and/or mods. An effective method of blocking out spammers bots is to have a custom (unique to this forum,) question in the registration. Discussion about mods or changes to the forums software is a HUGE can of worms and I hope I didn't just open it.

The new phpbb 3.0.1 has just that via additional fields in the signup form, the upgrade to 3.0.1 would take a matter of a few hours only - as and when someone decides to do it.
