From a locksmith shop. I found a few there, they are a little costly like everything at a locksmith shop but its your best chance at finding one.

you've also got to remember that there are plenty of ebay sellers who sell tons of locks including the best padlocks. I just got one myself from there.

The best padlock? or the Best Access Systems padlock?

As far as best goes, it all depends on your budget and how secure you need the shed to be. It varies from everything from a master 3 to a shrouded or discus style padlock or up to something like a Mul-T lock padlock.

Can't go wrong with an Abloy! Pick proof and almost bolt cutter proof!

I don't have enough post counts to access that area but the Abloy lock I'm refering to are the disc locks (231, 330). In my opinion the avevrage picker will not even try them.
