Padlock that won't set pins

I have two of these padlocks, I don't know the brand because there is no marking on it, so I assume they're some cheap import. They are a solid brass body about the same size as the smaller Brinks padlocks.

The trouble I'm having is that the chamber doesn't seem to turn at all in either direction, and so I can't get any pins to set. I've tried light through hard tensions with no results. I'm sure this isn't some kind of unbeatable lock, but just wondering if there's a reason for it and if there are any suggestions to get around it. Thanks.

So it wouldn't prevent the lock from working with a key (the lack of lubrication I mean)?

If it works smoothly with a key with little to no resistance then it's probably just a well made lock (often well made by pure luck in some of the cheap knockoffs) with tight tolerances. In this case you'll probably need very light tension and lift each pin slowly, don't go poking furiously.

If the key requres a bit of force to turn and/or you can feel the cylinder grinding/hanging as it turns, then lube is your answer.
